Daniel Radcliffe does look a lot like Elijah Wood; Harry Potter is a similar sort of character as Frodo, too.
But then, the whole HP franchise is of course utterly post-modern in the way it incorporates countless references to other books and our whole cultural history, including the expectations of storytelling with which it plays ruthlessly, so the similarity with Frodo is probably legit. The casting people couldn't have known, though, when they cast Daniel Radcliffe who at that time was hardly more than a mewling babe-in-arms of ten or so, that he'd turn out to look like that. Spooky, eh? Memetics asserting themselves all on their own.
