This is an OTP according to concept #1. Many SB/RL shippers are 100% convinced this pairing is supported by the text, and personally, I'm convinced that if there is one canonical m/m HP pairing, it's this one. So yes, I'd say you understand the concept.
Having said this, my OTPs are typical cases of concept #2: Snape/Lupin for HP - much more interesting than Remus/Sirius if done well, but not really fitting into Rowlings Potterverse; and Maedhros/Fingon for The Silmarillion - an obvious choice for slashers, but incompatible with the doctrines of Tolkien's religion.
