He watches several men abuse her and then steps in to kick her as she's on the ground, and arrest her. Aside: OMG Victor Hugo to even give that foul slime piece of a man a name! But they all seem to have names, they are all people with all the depth of a real person, even if we meet them only for a moment. Except for the Thenardiers, there don't seem to be many flat characters, really.
And yes, the bit with "Noooooooo. That's not what he does. " is what I was getting quite often. I mean, he does a sizeable piece of his Bluescreen Of Death at the Seine at Valjean, and then falls into the river, handcuffed, in front if his eyes, and Valjean just walks away? That is not how you Javert, film. That is not how you Valjean, íncidentally, either. Dear film: I can't really appreciate the actual Pont au Change in the actual scene if you think that allows you to make the characters we love completely OC. A fanfic author who'd have written that as a fic would get ripped a new one in less polite places than AO3.-
